The Government Accounting Office auditted a "benchmark" report submitted to the Congress that contains various budgeting goals and figures used to measure success and progress in terms of establishment or re-establishment of infastructure.

Among other statistics, the review of the administrations report had cited that much of the information reported was inaccurate, off base, or greatly exaggerated.

The GAO recommended that Treasury work to improve it's "ability to report accurate and reliable expenditure data from the ministries and provinces" in Iraq.
