I was as incensed as everyone else when I saw the video. But just mentioned in the news about the mom's arrest, she said the sprayer wasnt on 'Full Blast'.

I watched the video again

Notice the video bears out her statement. She didnt pull the trigger on the wand. The kid couldnt be injured at that pressure unless it was directly into her eyes, which it did not seem to be.
