The BACK ROOM agenda is plain, though. Stifle 'productivity' advancements of the Capitalist economies, so that socialist central planning economies dont look so bad.

Note some countries... even relatively advanced, like Indonesia, wanted 'implied license' of western developed 'Green Technologies'.

No... not so they could implement them.. so they could compete in the marketplace at a greater advantage.
